javaviz needs encoders #86

We use the encoders for the preferred direction plot and the firing rate plot (to allow the improve_layout stuff to work). We should be able to pass that information across before starting the model running.

Fixed in 6b623d0802545d8650bba3e3419b515ae60f9621

Also added the firing rate plot and the preferred direction plot. They are only available if spikes are being probed on that Ensemble, of course. Also, the improve layout stuff works too. :)
