moved files into nengo theano folder
updated tests, scripts, and templates
must run setup.py before anything runs now Network updates
added connect_neurons, simplified transform logic
updated tests and scripts accordingly Also I removed nef_minimal, it doesn't belong here.

everything still seems to be running, ready to merge!

No problemo! You got rid of nef_minimal.py right? Makes sense -- I'm going to add it to the nengo docs.
