Bypass start codes #15

A field in future_events should allow the bypass of start codes. This could be a per-event configuration or a region-wide configuration.

Unless somebody makes a strong case for needing a disable start code option, including useful suggestions on how to do it, I don't think we'll do it. The two issues : 1) verifying the version of the route, and 2) authenticating the disable start code option, seem to be showstoppers.
