RUSA Membership Expiration #16

It's unclear exactly when RUSA memberships expire. The code is currently set to expire memberships noon UTC on 31 December. It's unclear if this is the correct time.

I contacted RUSA and got this response:

UTC midnight 12-31 of every year. You should check with Dave on the
Insurance team to see about events that go past midnight of that date.

The code has been changed to expire membership at 23:59:59 of 31 December
