Add new control styles/attributes to support the recent RUSA/ACP changes with respect to untimed controls.

cue wizard now accepts #timed=no tags on controls. These remove the open/close times from the brevet card for open, merchant, and staffed controls. This tag has no effect on info, photo, or postcard controls. On the cue sheet, open/close times are printed for all control styles.

future_events now gives a "timed" tag for every control. This is set to 'yes' for open, merchant, and staffed controls unless a #timed=no tag exists in the control attributes.
