Best candidate for future Vietnamese support is TT2020, but of course, this issue is marked "help wanted", so if anyone has a source of ZB style script using all the Vietnamese letters like Đđ, Ơơ, etc, it's possible at some future time. Entitlement won't get you anywhere.

Zaner-Bloser, or at least a similar slanted school script, like D'Nealian, a modification of either of those two for Vietnamese could be added to this font, I don't have any examples of Vietnamese script in an italic cursive, it seems Vietnamese is primarily written in French cursive, which makes sense given the history of Vietnam; if there are no examples, then this font will never support it, yes.
Since there are no examples of Vietnamese in ZB script. I designed the Vietnamese letters in the ZB script for you

I know most of the precomposed Vietnamese letters with tone diacritics are encoded in Latin Extended Additional block, don't you think?

That'd be Ở, but my font doesn't really have a uni1EDE, just a blank placeholder. But you'll never see the placeholder on a compliant shaper due to OpenType ccmp

Okay looks like your fonts don't have Vietnamese support.
