What are "certain board owners"?

Seeing the kind of people that are getting in close with 8chan (and knowing from other places what they're like), this among other things concern me.

why? the high risk of abuse aside, for what purpose would you want custom board JS? I think CSS selectors and pseudo-classes already offer a good amount of customization, but I don't know what JS would be used for... if it's for additional features, they can just be added to the repo
