According to the other rules it would also be ok to have the element
after the attributes in the JSON. Perhaps the rule in the second column
should refer to the other rule stating the order of the attributes with
respect to the elements is not significant.
For clarity, we re-ordered the JSON attributes to be in order as seen in the xml for row 9.
Rule 7 would still apply, but we didn't want to refer back to potentially multiple rules for each example.
