README needs love #23

In our rush to document everything else, we neglected the README. It needs a a few things:

Description of project
A how to contribute content akin to the README at https://github.com/gnvpb/gnvpb
If we switch the license to a CC BY 4.0 license, we could add a badge for that. Again, See the GNVPB web site
If we add a DOI, we should add a badge for that.
