Update render_report to handle quarto files #117

Update render_report to handle quarto files. The file at https://github.com/ctsit/rcc.ctsit/blob/master/report/render_report.R is almost perfect for our purposes. It only needs error handling if no script name is provided.

Update the file in both ./report and at ./study_template/report/

I thought this was done by PR #118, but we found flaws. We'll need to copy the revisions coming out of https://github.com/ctsit/rcc.adrc/issues/147
