Add latex packages #91

PR #90 was flawed because the container was built using RUN R -e "devtools::source_url('https://raw.githubusercontent.com/ctsit/r_utils/master/install_latex_packages.R')" in the dockerfile before researching other methods. As a result that might have been cached and subsequent testing of RUN wget -qO- "https://yihui.org/tinytex/install-bin-unix.sh" | sh appeared work when it really didn't.

I can't test this because of my M1 processor, but you are telling me I have deployed busted code, so I figure I have nowhere to go but up. I'm going to merge, release, and deploy this to tools4
