changes included in this PR:

add migrations renaming ctgov -> legacy and ctgov_v2 -> ctgov
update logic of UpdaterV2 to support ctgov schema
Worker's import_all method work with ctgov schema
new rake tasks to run execute and run main loop
refactor existing and remove unused functionality from UpdaterV2
add logic that explicitly set the correct schema search path during the different steps of execute process
optimize usage of DB Manager
fixes for the updater v1
