qgis plugin time attribute implementation

1. Layer tab -> add Time attribute column (combobox with all attributes)
2. Combobox item changed -> perform validation (int, double, datetime, string -> do validation of first feature)
3. Configuration summary (Time attribute)
4. Publish (write to meta file including range)
