Range messges for UWB #12

Added range with covariance messages for use with UWB modules.

Is it core? Shouldn't it rather be in https://github.com/ctu-mrs/mrs_modules_msgs?

I put it here, since PoseWithCovariance messages are here. Those are also currently only used in UVDAR, but can have general applications.
