Width quoting parameters are now optionally based on % #99

please note: the user defined width values (width, widthPing and widthPong) are possible now to be in %, based on the current fair value, see https://github.com/ctubio/tribeca/issues/96, that is, to easily match fees values of exchanges (usualy expressed too in %)
