Lib mlpref loadgen static #38

I suggest to rename:

package:lib-mlperf-loadgen-static (a mix of _ and - is a bit disorientating)
soft:lib.mlperf.loadgen.static

Still need to using the lib and headers via -DCMAKE_INSTALL_PREFIX= (e.g. see https://github.com/ctuning/ck-armnn/blob/master/package/lib-armnn/scripts.linux/install.sh#L131), but otherwise it works well.
