UART communication between BBB and Tiva #15

DoD: Successfully transferring dummy data from BBB to Tiva and vice-versa.

BBB will send "hello " to Tiva, and that string will be shown on Tiva's terminal.
Tiva will send "world!" to BBB, and that string will be shown on BBB's terminal.

Each board (Tiva and BBB) will be running an individual application.

Status: DoD Verified

@AmoghShrikhande are you going to use two applications on Tiva and BBB for this? Or are you going to use an application on Tiva plus some test steps on BBB?
