FreeRTOS Environment Setup #3

Setup FreeRTOS on Tiva C-Series board.

Status: Acquirement of board pending

DoD: Able to create hello world task on Tiva and print data on terminal

@MohitRane8 @AmoghShrikhande if I understand the project overview correctly I think this task should be assigned to @AmoghShrikhande, correct? You may consider closing this issue and moving to a new one in Amogh's repository if the code associated with this task will be located there. Also please link or reference any relevant content regarding how you performed the FreeRTOS Tiva board setup.

Yes, we would be referencing any content we find for FreeRTOS setup. We also plan on making a documentation wiki for this which may be helpful to other students in future semesters.
