Duplicating and forking is always bad for users and developers. Have you contacted the original authors to check if they are available to integrate your work?

We have contacted to Salvatore Agosta who develop 'Video UAV Tracker' plugin that we have extended its features including

The Plugin allows importing the video files on routes from csv file.
The linking between video frame with routes by using timestamp data or if users do not have timestamp data, the plugin will automatically calculate time Interval from Logging data from GPS.
If timestamp data or time interval data records more than 1 second per point, the plugin will interpolate the movement of the position marker to display a marker position at every second on map.
The plugin allows adding interested points and automatically taking a snapshot of each at Add Point button in video window
This plugin allows exporting data to GIS database in 4 file formats including CSV File, Shape File, SQLite DB and KML File.

And he is ok for allowing us to modify it and republish it with a different names.

Of course he agrees, you are allowed by GPL licence. My point is that it is better for all, users and developer alike, to have one more featured plugin rether than two separated ones. If you wish I can participate to a chat with Salvatore to explore the possibilities of merging. Thanks!
