Prettify the info message if repository is not started #91

cuba-sdk 1.2.1 version OS Ubuntu 20.04 LTS

TC:

  1. Run the cuba-sdk
  2. Run the command oush lib

AR: now it looks like any error happened image

ER: user should see the prettified message like Repository is not started
