Mention roles and access group export/import

Description of the bug or enhancement

People are constantly asking about moving roles between dev / prod environments. E.g. see this forum topic: https://www.cuba-platform.com/discuss/t/import-export-security-settings-between-environments/11365

If you check our developers manual, it does not mention at all that you can export/import Roles and AccessGroups. It's kind of hidden undocumented feature. I think it should be described as a separate sub-section. Note that import/export makes sense only for run-time security settings since 7.2.

It's not described how to properly export those settings that were set up in the Administration part - scheduled tasks etc.
