system-reports-minimal role doesn't provide access to the root report menu #252

Environment

Description of the bug or enhancement

The system-reports-minimal role doesn't provide access to the root Report menu as a result allowed screens can't be opened.

  1. Enable Reports add-on
  2. Create a new user
  3. Assign system-minimal and system-reports-minimal
  4. Log in as a new user

Limited Reports menu is visible

No Reports menu

Not bug. Reports menu is hidden by design.
