Given a home or shop, a workshop may be associated with it in some way for the purposes of use, bonuses, and dilapidation calculations.

Is it just proximity? ownership group? manual purpose definition?

Some "outbuildings" may just be work areas like axe yards or farmed fields, where bonuses for intentional use may exist, but very little actual structure.
