这倒不是什么难事。
把 /usr/share/applications/steam.desktop 的 Exec 项的值改成 sh -c "export FONTCONFIG_FILE=/path/to/dota2-fontconfig.conf && steam %U" 就好了

其实正确拼写是 Dota 2, 只有 DotA 才会用大写的Ａ。

刚刚发现进 Steam 改 Dota 2 的启动选项也行, 具体如下
FONTCONFIG_FILE=/path/to/dota2-fontconfig.conf %command%

FONTCONFIG_FILE=/path/to/dota2-fontconfig.conf %command% 配置了字体文件后用这个命令无法启动dota2 ，去掉结尾的 %command% 倒是可以启动，但是血条上的中文依旧不显示。

其实这个workaround不适用Dota 2 Reborn。好久没玩Dota了，有机会再看看具体原因是什么。
