fix(schema-compiler): set missed CUBESQL_SQL_PUSH_DOWN to true by default in convertTzForRawTimeDimension flag

As SQL PUSH DOWN is now enabled by default this PR fixes one missed default value processing in convertTzForRawTimeDimension env flag.
