Check logic block's IBM logic function reasonably matches its card gate #30

Originally entered as "Check logic block symbol (+A, IP, ...) " That logic function should match up in a reasonable with with the corresponding card gate logic function for that logic block.

This is now part of ReportConnectionErrorsForm. It is helpful, but only to a point, because IBM was inconsistent about such things at times. There is also report by card gate within card type. That is another good place to look for symbols that don't match.
