Report on inconsistent gate pins + vs. -, and inconsistent load pins

I no longer recall precisely what this was about - what one would check consistency of the card gate pin usage against in this case.

Partly completed - the second half is completed as the connection report now reports cases where a non open collector output specifies a load pin.
