Changes to Upload #416

Make the Upload page a single page but put file upload at the beginning to start process while you complete information about the content.

Add a simple set of guidelines for optimal video encoding... something with a few options like "We prefer video files encoded to less than 10MB/s with the H265 codec." You could even link to a tool like Shutter Encoder which help to compress videos and save energy.

Because changing the upload page is part of our subtitle generator plan. It might be ideal to also include with this change, a new feature that generates subtitles on the backend using AWS and adds them to content, until we are able to improve our OpenAI tool.
