Code Check: Category Description Null or Not Null #3469

In setup/db/install/structure.sql, CubeCart_category.cat_desc is TEXT NULL, but CubeCart_category_language.cat_desc, is TEXT NOT NULL.

I think it should be TEXT NULL for both.
