Mobile friendly events page #349

Right now, the page breaks the scrollbar a bit when you visit it. I'm not sure how we could redesign this page in a way that works well for mobile.

So not critical for Phase 2. Thanks to https://github.com/cubing/ccm/issues/133#issuecomment-260444067, publishing events and their cutoffs isn't really the job of CCM anyways, it should be the job of the WCA website or whatever registration platform the competition happens to be using.
