"Dashboard" / overview page #80

For competition administration, it may be useful to have an overview / "dashboard" page enumerating possible tasks. Currently cubecomps and gjcomps both sort of relegate this idea to the navbar, but we may want to depart from this idea to aid in usability.

As an example, an old unfinished system I envisioned way-back-when had this page: cm_beta

Or CubingUSA websites have this page: cusa_admin

Related is #19.

Hey, @jbcm627, after our navbar improvements, do you still think we need this?

Hmm... perhaps not. The competition page may in part serve this role too, or we may still want a "misc" page for access to items like scoresheet generation, etc.
