These should be defined on SiGN algs. I strongly feel that the metric for a SiGN alg does not depend on coalescing algs or puzzle-specific processing, e.g. U U2 is 2h/3q/2s/2e, not 1h/3q/1s/1e or 1h/1q/1s/1e. Applications can always tell you they are calculating metrics based on certain alg pre-processing choices.
