Move New England mailing list, add New England organizer guide #186

This moves the New England mailing list to /newengland/mailing, adds a small landing page to /newengland, and adds an organizer guide to /newengland/organizing for local Delegates to be able to refer newer organizers to. Here's what the content is like.
