Added login balloon #212

Every time a user logs in, there is a dismissible balloon that pops up letting them know the login was successful.

EDIT There was a line bleeding in from the announcements PR I made, the second commit gets rid of that to keep things separate.

Thanks JP, and sorry for not reviewing this before! #240 moved a lot of things around, so I went ahead and copied this to #242 and merged that.
