formatter: html4 compatibility #20

formatter generates either HTML5 or, in case of a IE browser with version below version 9, HTML4.

This makes it quite a bit harder to maintain the template. Would you consider sending a new patch that uses something like https://github.com/aFarkas/html5shiv/ ?
