Slight cleanup / refactor. #342

Made some code blocks more homogeneous, and cleared up the check for negation so that the intent (a negation is when a tag starts with "~") a bit easier to glean from the source.

Noticed I was hasty, worked on a deprecated package. Happens from watching the code first.
