Release process blocked on image upload #87

@ciaranmcnulty hi, in Thursday's community meeting, you were named as the person to contact as most knowledgeable on Docker. https://github.com/cucumber/build/commit/fd42069ff95b5045cb8bdea021397073ea9f7696 tested fine as a build on GitHub Actions, but the release process gets stuck for 6 hours and then finally gets cancelled.

Is there anything here you can help resolve?

The idea was that we don't want a container this big anymore. We also don't need it anymore, at least for releasing, because we now have GitHub Actions for it.
