docs/reference/encoding-feature-matrix: A matrix showing which operations/features/etc are supported by which encoders #141

In https://cuelang.org/cl/1192024 we identified the desirability of having a single "encoding matrix" to link to, so users can know which features/etc are supported by which encoders. This issue tracks that matrix: what information it might include, to what level of granularity; and how it might be displayed.

Axis 1: Encoders

"Tags" taken from cue filetypes. I.e. formats that cue export/def/etc might reasonably be expected to emit.
