Landing page for Go APIs #153

When we write about the CUE Go APIs, we don't then have a page that's generally suitable to receive a link from that writing.

https://pkg.go.dev/cuelang.org/go#section-readme isn't API-specific enough
https://pkg.go.dev/cuelang.org/go/cue#section-documentation is decent, but somewhat excludes the APIs outside its hierarchy (or, worse, implies there aren't any)
https://cuelang.org/docs/concept/how-cue-works-with-go/ isn't API-specific
https://cuelang.org/search/?q=tag:%22go%20api%22 doesn't have a preamble that would make it suitable for linking to

We should have a page that can receive general "Go API" links.
