docs/howto: replace index with search

Remove the top-level auto-generated index, serving the index only when running in local dev mode.

Place the search widget on the page, after the preamble.

Remove the find-a-X page.

Rewrite the preamble so it takes less than half a page, leaving the search widget still visible above the fold.

include/explain tags and their summary
or (if the tag shortcode can't be content-type-specific) links to search results pages that combine this content-type AND specific tags

Move the Commented CUE explainer to its own page, linked from the preamble.
