Make `commit` and `discard` standalone commands #47

This reverses part of #28, but that's ok. Having them be sub-commands of edit doesn't feel right because there's a global lockfile that is used for new files, not just for existing files that are being edited.

Fixed by commit 5dae72b9ad022370fe8bec8858453f9f918d53b8. (The issue number on the commit is wrong.)
