Will not receive notifications when phone is standby

What steps will reproduce the problem?
1.Press "Power" button on phone to go into standby/locked
2.Send text to myself using Google Voice, receive notification.
3.Press "Power" button, repeat, will not receive notification on third text.
4.Go to default Android text application and click on thread to make them all 
"Read." 
5.Send another text, receive notification
6.Repeat #3 - 5; can't receive notifications if there are 3 or more unread text 
in the Android text application.

What is the expected output? What do you see instead?
- Expecting to see third notification while phone is in standby.

What version of the product are you using? On what operating system?
- Latest available in Play Market, CyanMod 7.2.0 RC1 

Please provide any additional information below.
Also, I will sometimes see the attached issue if phone is in landscape mode.

I tried this:
 -lock phone with power button
 -send text, screen turns on, popup shows, notification plays
 -hit power button again to lock phone
 -send text, screen turns on, popup shows, notification plays

Is this how you reproduced? Can you try on a stock ROM rather than modded ROM.

Closing for now as unable to reproduce.
