Vibration activates when it shouldn't #316

What steps will reproduce the problem?
1. Turn vibrate on in default notification settings
2. Set vibrate to "Only in Silent mode" in phone's Sound settings
3. Receive an sms message

What is the expected output? What do you see instead?

I should only hear sound, but not vibration.

What version of the product are you using? On what operating system?

I hear sound and phone is vibrating.

The SMS Popup vibrate settings will win out in this case. Just turn off SMS 
Popup vibrate if you want the phone to only vibrate when in silent mode.

Why can't SMS popup honor user settings for vibration? I'm switching modes on 
the go depending on where I am, with one click. It's not an option to go into 
SMS popup settings every time to turn vibration on/off separately...
