Add well rolled weapon tweets

Tasks

[x] - Add script to parse this wishlist data and build roll json, which will be saved in the project.
[x] - Build GitHub Actions job to automate refreshes of this data and open PR when it's new.
[x] - Build function that takes a weapon and compares it to god rolls of that weapon, return true or false
