Change wording for 'View Privacy Statement' link at bottom of page

As a student, I would like the wording of the link to the privacy policy at the bottom of the app to be clearer So that I know that I can manage my consent from there as well.

Acceptance Criteria

• [x] Change wording of link to be 'View privacy policy and manage data consent'
• [x] Hyperlink the words privacy policy to https://app.quodl.co.uk/#/privacy
• [x] Create anchor in privacy policy to the title 'Consent'
• [x] Hyperlink the words manage data consent to the correct anchor point in https://app.quodl.co.uk/#/privacy

Privacy/consent statement now contains a separate consent section which can be anchored to (see #716). The wording for the link looks good to me.
