Use puma gem version instead of puma default on eb #617

Use puma version specified by Gemfile, instead of default puma installed with elastic beanstalk.

Well! This branch is deployed to exhibits-int, but I'm not actually sure how to tell if it was run since the Gemfile has puma set to the same version that's on ruby3 eb by default. Hasn't broken anything at least.
