Circulation Rules - 1st Pass

We need to write circulation rules so that we can test loans in the sandbox and determine if those rules are expressing our circulation policy correctly. This will also let us see how our material types and locations have mapped from the migrated Sierra item records. These rules will also intersect with work done by other pods and other staff and faculty outside the FOLIO groups so further consultation and refinement will no doubt be needed.

Recommend using example policies for overdue fine, lost item, and requests for the first pass so that we can focus on whether the structure of our circulation rules works. These can be found in the Juniper demo, or modeled on rules used by early adopters.

Added Discovery Pod because loan rules will determine hold functionality in EDS. We should also keep an eye on how Circ Rules and Suppress from Discovery are being setup so that they work together.

Added Resource Sharing. Borrowed ILLs will need to have variable due date functionality because that is determined by the lending library. Lent ILLs will be more straightforward, usually a 16-week lend period. And then there is Prospector, which is a black hole in all of this.
