Redirect URLs from the Sierra OPAC to EDS #81

We need to redirect URLs from the Sierra OPAC (which use a bib number with the check digit) to EDS like http://libraries.colorado.edu/record=b9009908~S3 to https://searchbox.ebsco.com/search/?schemaId=[SOMEID]

There is a related need for systems like LUNA to lookup the URL in EDS based on Instance HRID

@nleboeuftrujillo Nicole is this still an issue with us fully on EDS?

@CUSeif I think this is still an issue. When the catalog goes away all of the libraries.colorado.edu/record= links will break, correct? It would be nice if we could reroute them to the correct EDS URL https://discovery.ebsco.com/c/3czfwv/results?q=AN%20cub.[bib no]
