When reviewing a title and then deciding to download that item from the “Select an action” dropdown, the download element does not read as actionable, it reads as “Download menu.”
Activating this item pushes focus to the top of the page and no download occurs. When activating this option with a mouse, the user is able to initiate a download.
This brings up an additional point of the necessity of having this option
available, since there is a link for the PDF download higher up on the page. Also, hiding a single action behind a dropdown menu creates additional work for no clear purpose (i.e. if it’s a single item, why not just show it?).
Solution:
Remove the dropdown menu "Select an action", and replace it by a button or a link that called: "Download" for regular user.
