Create Role based authentication with the ability to turn off delete of items. The only role that will have delete is Admin.

Model Roles:

Undergrad Honors Thesis
- Privileges: Manager - Approve Items with above restriction on delete
- Add to roles to only allow Admin the ability to create collections.
